CEQA/NEPA Compliance
NorthStar Environmental has the technical and scientific skills to provide comprehensive environmental
analysis and compliance documentation that meet the requirements of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). NorthStar Environmental prepares all levels of documentation including categorical exemptions and exclusions, initial study checklists, mitigated negative declarations, environmental assessments, and environmental impact reports and statements. NorthStar Environmental also supports lead agencies by providing all required noticing as per
state and federal requirements and facilitates public workshops and scoping sessions. NorthStar Environmental has prepared environmental documentation for a wide range of projects from small subdivisions to planned unit developments, from bicycle paths to large‐scale roadway and infrastructure improvement projects including gas and electric pipelines and highway expansion projects. NorthStar Environmental works with landowners, developers, engineering firms, special districts and lead agencies to meet their CEQA/NEPA requirements. NorthStar Environmental has extensive experience preparing CEQA/NEPA documentation for city and county planning and public works departments as well as state and federal agencies including Caltrans, DWR, CDFG, Central Valley FPB, CEC, FHWA, USFS, BIA, Bureau of Reclamation, and FERC. NorthStar Environmental provides impact analysis and technical support for a variety of resource topic areas for both CEQA and NEPA. These topics include biological resource analysis, land use planning, air quality modeling and analysis, agricultural resources, geology and soils, hydrology and water quality, hazards and risk of upset, public services and utilities, and population and housing. Other topics include recreational facilities and Section 4(f), cultural resources and Section 106, and aesthetics and visual resources inventories and analyses.
