Description: This project includes two separate clients with GGP responsible for the on-site work and the City of Chico heading the offsite widening of East 20th Street. The Mall portion of the project involves re-constructing over 1,000 parking spaces including site lighting by Arcsine as well as new Mall and out parcel buildings totaling over 120,000 SQ. FT. The 20th Street widening work includes both Land Image and W-trans in the effort to modify two existing signals and construct a new optical detection signal as well as widening the street to 3 lanes in each direction and reconstruct the adjacent roadway landscaping. Traffic design work includes shifting the Chico Mall entrance away from the existing Hwy 99 off ramps (has been adversely effecting hwy off-ramp staking) by installing a new signalized intersection further down 20th street. The old Mall entrance signal is then being modified to allow only right-in right-out movements from the Mall property as well as accommodating a third lane in both directions. The new Mall entrance signal is being designed with optical detention systems in lieu of standard loop detectors as the roadway has recently been re-surfaced and further disruption is not desirable. The final signal being modified is at the west end of the project and at the intersection of another arterial street. This signal is also being equipped with video detection as well as shifting the pole locations and modifying the phasing to add additional turn lanes. The project design has been completed but the project is currently on-hold due to internal problems at General Growth Properties.
