Permit Compliance
Holding a permit from a regulatory agency includes the responsibility to implement the conditions of the permit. In order to stay compliant, avoid fines and project delays we assist our clients in fulfilling the requirements of the permit conditions.
Worker Environmental Awareness Training
NorthStar Environmental routinely conducts environmental awareness trainings for construction personnel per U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, and California Department of Fish and Game requirements. Worker environmental awareness training sessions are tailored for site specific variables of each project and include a description of sensitive habitats within a given area, regulatory context, natural history of target species, and a discussion of special conditions within various permits and authorizations.
Compliance Monitoring
- Re‐vegetation - Pursuant to permit conditions and site specific variables, NorthStar Environmental prepares re‐vegetation plans for construction projects. The level of detail in each plan varies with the terms of the permits and level of disturbance but each plan routinely entails a description of pre‐construction habitat, quantification of acreages, planting schedule, plant location map, monitoring requirements, and report schedule.
- Pre‐Construction - NorthStar Environmental staff consists of State qualified biologists who routinely prepare Migratory Bird and Bat Protection Programs for construction activities that involve the demolition or rehabilitation of existing structures. As each project is different, NorthStar Environmental is accustomed to developing new methods for nest prevention, protection, and monitoring. NorthStar Environmental implements most elements of every plan including initial installation of nest prevention measures, regular nest prevention monitoring, remedial action, and reporting. Additionally, NorthStar Environmental biologists and botanists conduct pre‐construction surveys for rare plants, raptors, State and Federally listed species such as the giant garter snake, and provide consultation services on behalf of the Client with State and Federal agencies.
- Construction - During construction NorthStar Environmental biologists provide on‐site compliance monitoring to ensure that all conditions of State and Federal permits are met. These services include general inspections during placement of Environmental Sensitive Area fencing, inspections prior and during initial ground disturbance, water quality monitoring, and compliance monitoring associated with State and Federal take permits.
- Post‐Construction - NorthStar Environmental biologists prepare compliance reporting with State and Federal agencies, perform site inspection for on‐site mitigation, and assist with remedial actions.
