Mark Adams has been in the civil engineering field for over 25 years with a wide variety of experience including, building design, site development, decentralized wastewater projects. Mark has also been involved in the creation and refinement of the Town of Paradise Onsite Management Zone, Manual for the Onsite Treatment of Wastewater, which includes design criteria for various treatment and dispersal options.
Lambert (Jay) O. Lowe PE, QSD, Senior Civil Engineer, CA PE 59077 (1997)
Mr. Lowe is a Senior Civil Engineer and partner at NorthStar Engineering. He has been with NorthStar Engineering since 1995. Jay has more experience in field surveying than the typical engineer which allows him to fine tune his designs for better constructability and construction staking. Jay specializes in large subdivisions and small commercial and residential projects in and around the north state area. Jay has extensive knowledge with Fema and the National Flood Insurance Program and has helped many people obtain reduced flood insurance rates for their property located in a flood plain. His knowledge of local codes and AutoCAD skills allow him to quickly arrive at the best design. He has been design engineer on many projects requiring erosion control plans and coverage under the Construction General Permit for storm water dischargers. Jay has prepared numerous Storm Water Pollution Prevention Plans for single parcel sites as small as 1 acre to large subdivision including parcels that are adjacent to the Caltrans Right of way. Jay is prepared to assist storm water discharges in obtaining permit coverage under the State Water Resources Control Board’s newly updated Construction General permit (Order 2009-0009- DWQ) for discharges associated with construction and land disturbance activates including the filing of the permit in SMARTS. He has completed many SWPPP classes, including the Caltrans 24 hours class and has successfully passed the state’s qualified SWPPP developer (QSD) test. He is a qualified SWPPP practitioner (QSP) and is qualified to do SWPPP inspections on construction sites.
Dominickus (Nick) Weigel III PE, LEED AP BD+C, Senior Engineer, CA C66282
Nick is a business partner in NorthStar Engineering, and currently serves as Wastewater Department Manager. He has been with NorthStar Engineering since 2001. In addition to overseeing the on-site designers in his department, Nick also serves on the Board of the California Onsite Wastewater Association (COWA), is a certified National Association of Waste Transporters (NAWT) trainer, teaching Inspection and Operation and Maintenance courses. Nick currently serves a Chair of the Butte County Wastewater Working Group, a group formed by the Butte County Environmental Health Department to assist in creating updated decentralized wastewater regulations and guidelines for Butte County.
