Ms. Kamie Loeser has over 22 years of experience in environmental planning and consulting. Ms. Loeser serves as NorthStar Engineering’s Environmental Division Manager and Senior Environmental Planner. She is specifically responsible for managing the day-to-day operations of the Environmental Division and working with the NorthStar Engineering environmental and biological staff to ensure that we meet the needs of our clients. Ms. Loeser has managed and prepared environmental documents including: CEQA/NEPA documents for state and federal agencies, Initial Studies and Mitigated Negative Declarations (IS/MND), and Environmental Assessments (EA) for subdivision and infrastructure projects throughout Northern California. Projects include environmental analysis for residential subdivisions, planned developments, wastewater treatment plants and pipelines, roadway improvements, bridge replacements, bike paths, and bio-energy projects. Ms. Loeser has managed the preparation of CEQA and NEPA documents for projects funded through SWRCB/SRF, Caltrans/FHWA, FTA, HUD, and CDBG. Ms. Loeser is familiar with the applicable laws and regulations that govern both CEQA and NEPA.


In addition, Ms. Loeser’s experience includes working for biological resources firms specializing in biological resource assessment, wetland delineations, and regulatory permitting. For over eight years, Ms. Loeser has been involved in the preparation of regulatory permits in conformance with the Clean Water Act Sections 404 and 401, as well as Fish and Game Code Section 1602. Her experience preparing Nationwide Permits, Water Quality Certifications, Streambed Alteration Agreements, and Central Valley Flood Protection Board Encroachment Permits gives her a comprehensive understanding of the environmental and regulatory processes.
