Paradise, California
NorthStar is supporting the recovery and revitalization of Paradise, California, through its civil engineering work on the Cypress Apartments project—an ambitious multi-phase development aimed at addressing the community’s critical need for affordable housing. Located on nearly 24 acres along Cypress Lane, the project is being developed in two phases: a family apartment complex on 13.04 acres and a senior living component on 10.97 acres, with the latter currently pending approval. Both phases reflect a shared commitment among stakeholders to rebuild and restore quality of life in an area deeply affected by the 2018 Camp Fire.
Beginning in spring 2022, NorthStar led the entitlement process, including site plan review, merger, and a record of survey, paving the way for development to proceed. From there, the team delivered full civil design services, including site and wastewater improvement plans tailored to the property’s unique topography. Preserving natural drainage swales and accommodating septic system requirements were central challenges due to environmental and site constraints. NorthStar also provided frontage improvement design along Cypress Lane, ensuring the development would integrate seamlessly into the surrounding neighborhood.
Throughout construction, NorthStar has remained actively engaged, delivering construction administration services such as SWPPP management, construction staking, and wastewater inspections. The firm’s hands-on involvement ensures that quality standards are maintained from design through delivery.
Cypress Apartments is the product of a collaborative partnership between Mercy Housing, Community Housing Improvement Program (CHIP), and Sunseri Construction. Both Mercy and CHIP are nonprofit organizations with a strong mission to expand affordable housing opportunities, while Sunseri brings seasoned professionalism to the build. NorthStar has enjoyed a longstanding relationship with CHIP, a Butte County-based organization whose shared values and dedication to community betterment have helped make this project possible.
Construction began in spring 2024 and is anticipated to be completed by December 2025. For NorthStar, the opportunity to help bring housing back to Paradise is especially meaningful. With a long history of projects in the area, NorthStar remains deeply invested in supporting the town’s regrowth and long-term recovery.
