City Engineer
City of Red Bluff, Tehama County
Red Bluff has been working with NorthStar since 2017 as part of a growing portfolio of cities where we function as City Engineer. For a city the size of Red Bluff, outsourcing the primary role of City Engineer makes more fiscal sense than having a full-time staff person, and can be done without being onsite full time.
Robin Kampmann, PE leads our engineering division and provides Red Bluff with technical review, plan check and approval of engineering plans and technical reports for subdivisions, commercial developments, multifamily projects, and other site development. In addition to plan check City Engineering tasks include compliance with State and Federal regulations, preparation of RFQ’s/RFP’s, plan and bid document preparation, project oversight, budget preparation and attending City Council meetings as needed.
Being familiar with regional practices and local policies is key to checking and approving the work of other professional engineers. This is achieved by maintaining clear and open lines of communication with City Staff and becoming familiar with not only local policies and development standards but also State and Federal policies too.
